This work is about a doctorate research proposal in three chapters, each of which answer a research question, and in this document all the basic bibliography is included to reach these goals. Various other research procedures were also carried out that can be seen throughout this document such as documentary research, field research, and collection of data/facts etc. The research materials produced will be dealt with and analyzed based on the Distribution/Sharing of Power and the Meeting Needs Approach. The production of each chapter seeks to propose sustainable solutions in the research locus. Therefore, this is not just another scientific work, but, from a realistic and operational perspective, to execute procedures of change of an adverse context to gradually make the research location a sustainable place in every meaning of the word.
